In gun debate, two sides speak different languages

WEXFORD, Pa. (AP) ? Inside the Big Buck Sport Shop, where mounted moose and deer heads loom over rifles, handguns, targets and ammunition, the customers have no doubt: More gun laws will not save lives.

Fifteen miles south, in the city of Pittsburgh, many confronted by a steady stream of gun violence are just as certain: To reduce the carnage, stricter gun control is needed.

This divide has existed for decades, separating America into hostile camps of conservative vs. liberal, rural vs. urban. As the nation responds to the massacre of 20 children and six adults in Newtown, Conn., the gulf has rarely felt wider than now.

After the gunman invaded an elementary school with a Bushmaster AR-15 semiautomatic rifle and magazines of 30 bullets each, there was a brief moment of unity amid the nation's grief. Across partisan divides, politicians said something must be done about weapons based upon military designs. Many wondered if even the National Rifle Association would adjust its staunch opposition to gun control.

Then both sides regrouped. With President Barack Obama pushing for a ban on assault weapons and high-capacity magazines, and memory lingering of Obama's divisive 2008 comment that some Americans "cling to guns and religion," positions hardened.

Listening to the public discourse, and to citizens in places like Pittsburgh and the Big Buck Sport Shop, people seem to be speaking different languages entirely. Communication has broken down amid a flurry of accusations, denials, political maneuvering and catch phrases.

"You have to place some people in the category of 'you cannot communicate with them,'" Big Buck salesman Dave Riddle said Friday, standing between a rack of rifles and a glass case full of used handguns. "Their minds are set; they cannot change."

A short drive away, at the New Pittsburgh Courier newspaper, editor and publisher Rod Doss pondered how to tell gun enthusiasts about his belief that assault weapons should be banned.

"I don't know that they would hear me," Doss finally said. "Their culture is totally different. They've grown up around guns. It's part of their life and their lifestyle. It's second nature. Hunting, shooting, it's the love of guns."

Doss does not own a firearm: "I don't feel a need for any. I personally don't live in fear." His newspaper, which covers the African-American community, publishes detailed information on every Pittsburgh homicide because most are black-on-black crimes.

"I'm awestruck with their fascination with guns," Doss said of his suburban and rural neighbors. "When you look at it from that perspective, it's hard to relate to anything."

Locally, nationally, even globally, this is the issue that places people at odds ? a fact seen by the passionate, often angry conversations that are ringing out across the world in the days since the Newtown shootings. Harry Wilson, author of "Guns, Gun Control and Elections: The Politics and Policy of Firearms," sees common misperceptions on both sides.

Wilson, a Roanoke College political science professor, would like gun control advocates to know: "Gun owners are not idiots. Gun owners are not in favor of gun violence. Gun owners are in many ways like them, and would genuinely like to see gun violence reduced. Obviously they have a different solution. But they're people too, just with different perspectives."

"And what I would want gun owners to know is, the large majority of people in favor of gun control don't really want to take all of your guns."

Guns were inseparable from America even before their enshrinement in the Second Amendment. With guns we secured the nation's independence, seized vast territory from indigenous peoples wielding arrows and tomahawks, and forged an ethos of personal freedom. Today, according to most estimates, there are about 250 million guns in our nation of 310 million people.

America has a higher rate of gun deaths than most similarly developed nations: 3.2 firearm homicides per 100,000 people in 2009, according to a report by the United Nations Office on Drugs and Crime. That compared with a rate of 0.5 per 100,000 in Canada; 0.2 in Spain; 0.2 in Germany; and 0.1 in the United Kingdom and Australia. No data was available for Russia.

To many gun enthusiasts, though, these numbers have nothing to do with guns themselves.

With so many guns in circulation, they say, people intent on killing will always find a way to do it. Nor do they fault high-capacity magazines, because it can take only seconds to reload a standard 10-bullet version.

Some even say the solution to gun violence is more guns ? to deter, and to fight back against the bad guys.

"The easy, lazy conclusion is that (gun violence) has to do with firearms," said Sam Liberto, a business consultant shopping in Big Buck with his two young sons. "We should look at the root cause: parenting or lack thereof, mental illness, video games. The underlying forces are probably far more important."

Liberto does think gun laws could be tightened, to track and collect more sale information. He's against an assault weapons ban but expects one to happen soon, as a first step to outlawing even more guns.

So after Newtown, Liberto hustled to buy the same type of semiautomatic rifle used by the school gunman. On his iPhone was a photo of his weapon's handiwork: an Osama bin Laden target that featured a face full of bullet holes.

"It's a target item," Liberto said of his purchase. "Unlike a hunting rifle or a sport shotgun it has less kick, a lighter weight. It's designed to be carried. It's just nice, a nice gun to shoot."

Liberto and Riddle, the Big Buck salesman, are officers of the Millvale Sportsmen's Club, where target shooters and hunters enjoy their pursuits. Riddle knows many people who enter competitions with the type of AR-15 used in Newtown.

The gray-bearded Riddle has been around firearms since he was born in rural Pennsylvania. To him, guns are no more dangerous than an axe or a bat.

What would he tell people who want more gun control?

"Let's go out and shoot a little bit," Riddle offers. "I'd take 'em out, introduce them to firearms, show them the safety aspects of it. I'd just go out and start shooting, have some fun. Shoot some paper targets, some cans. Shooting guns is a lot of fun, it really is."

That's incomprehensible to Pittsburgh resident Valerie Dixon, whose law-abiding 22-year-old son was killed in Pittsburgh a decade ago by a neighborhood thug with an illegal .357 Magnum.

"The original purpose of the Second Amendment was not a sport," she said. "I do think the laws need to be looked at. Look at lifestyles as they are today, as opposed to when they created the Second Amendment."

Dixon doesn't only blame guns for her tragedy. She said better parenting and education are among many other factors that need to change. But still: She says her son's killer was able to obtain the fateful gun within two hours.

"I believe in the Second Amendment and the right to bear arms, but I believe there's a responsibility with our rights," said Dixon, who does not own a gun.

How to draw the line? That would require consultation and cooperation. Those who don't own guns might have to learn things from those who do. People who like to shoot military-style weapons might have to sacrifice some of their recreation.

Or sacrifice some of their way of life.

Over the Christmas holiday, James and Jennifer Shafer shot guns with their parents and young kids at their ranch an hour north of Pittsburgh. The Shafers feel the pain of parents who have lost children. The Newtown killings left them shaken. But the response scares them, too.

"You can't take away our right to protect ourselves," said James Shafer, a former Marine who has called his congressional representatives to voice his opposition to laws that limit guns.

"We're not going to give them up, that's plain and simple," he said.

"I don't know how to get on the subway in a big city," said his wife, Jennifer. "I've heard bad things about it, and I'm scared of it. But the subway is normal for other people . guns are the thread of our culture."

James' cousin, Erik Shafer, started buying guns a few years ago after he returned to his rural home and found it ransacked by burglars. Police took 20 minutes to arrive.

After listening to conversations about Newtown, "I honestly don't think there is a middle to meet in," said Erik Shafer, a small business owner with a wife and two young daughters.

Then what does the future hold? He sees no end to gun violence, no matter what laws are passed.

"How do you prepare yourself for an infinite way that people can be shot and killed?" Erik Shafer responded. "It's tough. I really don't know what the answer is."

Gen. Norman Schwarzkopf: Remembering a distinctive military career

"Stormin' Norman" rose to national prominence when he commanded Operation Desert Storm in 1991

General "Stormin' Norman" Schwarzkopf, who rose to national prominence when he commanded Operation Desert Storm in 1991, died on Thursday, at age 78, due to complications from pneumonia.

While Schwarzkopf is best known for commanding the operation in the Persian Gulf, his early military career dates back much further: In 1966, he volunteered for the Vietnam War, serving two tours and earning three Silver Stars, a Bronze Star, a Purple Heart, and three Distinguished Service medals.

Schwarzkopf rose quickly through the military ranks in the 1970s and 1980s, but became nationally known when he led the plan that would come to be called Operation Desert Storm, which was designed to drive Iraqi forces out of Kuwait. As the face of that war, Schwarzkopf appeared on television almost daily, addressing reporters with his distinctive and colorful speaking style. He described one of the war's key maneuvers as a "left hook," and attacked a critical report as "bovine scatology." General Schwarzkopf's plan for Operation Desert Storm consisted of weeks of air attacks by U.S. bombers and missiles, followed by a ground war that lasted only 100 hours, limiting American casualties to 146 dead and 467 wounded. The operation was widely regarded as a success, and Schwarzkopf earned numerous honors in both the United States and abroad, where Queen Elizabeth II made him an honorary knight.

Following Desert Storm, Schwarzkopf, a self-described independent, downplayed expectations that he might seek political office. He briefly served as a military commentator for NBC, but otherwise largely shied away from the public eye. He supported George W. Bush during his two successful presidential campaigns and backed John McCain during his unsuccessful 2008 bid, but his most widely-reported comments were his criticism of Defense Secretary Donald Rumsfeld's handling of the war in Iraq. Schwarzkopf spent the rest of his life in Tampa, Fla., near an elementary school that had been named in his honor.

Kevin Iole: Junior dos Santos W5 Cain Velasquez -- I can't believe I'm picking against Velasquez. To me, he is in many ways the perfect heavyweight, with great conditioning, great wrestling and tremendous power. But how do we ignore what dos Santos has done? Much was made of Velasquez's knee injury before their first fight, but what isn't as well known is that Junior had a bad leg, too, and couldn't do much. It's going to be a dogfight, but I think Junior finds a way to pull it out.

Maggie Hendricks: Cain Velasquez W5 Junior dos Santos -- Velasquez was injured in his last bout with JDS. With a healthy knee, he'll get to use his wrestling to control and beat on JDS for five rounds.

Cagereaders: Couldn't ask for a better way to end the year than this rematch. This will last longer than the first but not by much. I'm picking Cigano by KO R1. Cain has amazing wrestling and ground and pound. However, I think Junior is the guy that has his number and things won't go as planned for Cain. Velasquez will come out more aggressive than the first fight and that will spell the end. Junior will rock him with some brutal counters causing Cain to shoot in for the take down. Junior will stuff the attempt and finish the fight with an uppercut around 3 minutes into the first. -- Jackson Torres

Kevin Iole: Joe Lauzon W3 Jim Miller -- Definitely will be the Fight of the Night in my opinion (is there any other kind of fight for Lauzon?) I don't think Joe will be able to submit Jim, but he is so active and works so hard I think he'll pile up the points to win.

Maggie Hendricks: Joe Lauzon Sub2 Jim Miller -- Lauzon's submission game is tough to beat. He will need to avoid Miller's well-rounded game, but can do it.

Cagereaders: My two favorite 155 pound fighters. When I saw Miller step in for Maynard, my heart sank. I'm going to see one them lose, and it looks to be J-Lau. Miller matches up really well for Lauzon's style. He has power in his punches and solid wrestling, backed up with a serious ground game and outstanding cardio. Joe has a killer instinct and a more dangerous ground game. Still, I like Miller taking this fought by a UD. -- Tom Hogan

Maggie Hendricks: Tim Boetsch W3 Costa Phillippou -- Ditto on what Kevin said. Boetsch won't make it a thrilling fight, but it will be a convincing win.

Cagereaders: Boetsch over Phillipou by 3rd Round TKO -- I think this fight will be back to forth, I have counted out Tim Boetsch in many fights just to be shocked, from the poor decision in the Lombard fight, to the amazing knock out of Okami, I think Phillipou gets the better of him early in the fight, while Boetsch owns the latter part of the fight, this could easily be fight of the night and if it does go decision, it will be close, but I see Phillipou gassing late and Boetsch taking advantage. -- Daniel Ryan

Maggie Hendricks: Alan Belcher W3 Yushin Okami -- With title shot hopes hanging over him, Belcher has good reason to fight a smart game and come out with a win over Okami.

Cagereaders: Yushin Okami will beat Alan Belcher by decision. Okami will go back to what made him successful before his fight with Anderson Silva. He will use his jab and height, keeping Belcher back, then take him down for ground and pound. This will continue for 3 full rounds and Okami will come out with the unanimous decision. -- Marcus Min

Kevin Iole: Chris Leben TKO3 Derek Brunson -- This is a big fight for Leben, and I think he knows it. I expect him to eventually catch Brunson with something big that will end it.

Maggie Hendricks: Derek Brunson W3 Chris Leben -- In his first fight after a long layoff, Leben will have a hard time dealing with a wrestler with power like Brunson.

Cagereaders: Derek Brunson should be able to defeat Chris Leben by decision because he has a great wrestling background and Chris Leben may not be in the best shape coming off a 13-month layoff. -- Edgar Diaz

Maximum energy gain for a gravitational assist is a slingshot maneuver where you narrowly miss a head on collision with the planet, you will then be whipped around on a parabolic path and depart in the opposite direction with twice the planet's velocity added to your own. The "gravitational tugboat" maneuver you describe is great for minor boosts and course corrections, but is unlikely to be used for speed unless a slingshot maneuver is incompatible with reaching the desired destination.

As for a solar slingshot, yeah it's pretty pointless for in-system travel - it's hard to get close (not to mention survive the passing), and since it's basically the "stationary point" for the solar system you can't steal much speed from it, so once you reach your starting distance you'll have roughly* the same velocity as when you started with. Unless you just want to briefly go really fast for some reason, or are on an interstellar vessel seeking a gravity assist on your way to somewhere else in the galaxy, the sun is pretty useless for gravity boosts.

* You won't leave a solar slingshot with exactly the same velocity because the sun itself is orbiting the solar-system's barycenter, typically between about 1/2 and 1 solar-diameter from the sun's center and constantly moving as the orbiting of the outer planets shift the system's center of mass. So there will be some velocity transfer, just not enough to be actually useful.

Employ an extra-large hair pin, which will firmly anchor the style in place.

A soft, romantic option for mid-length hair is a faux bob. The key is making it subtly disheveled, which lends a understated sexiness to the style. Find chin-grazing layers around the crown of the head. Leaving those loose, pull the rest of the hair into a low ponytail. Use a bobby pin to tuck and effectively hide the ponytail underneath -- this creates the faux bob. Next, use a 1-inch curling iron to give the front pieces a bit of wave. Tousle hair all over to make sure there are loose strands all around, as well as ensuring the ponytail is still concealed.

For ladies with long hair, a classic chignon might be an evening standby, but swap in something a little unexpected with a deep-parted side braid. Begin by parting hair to one side, then securing a low-slung ponytail on the opposite side. Split the ponytail in two sections, then braid each one. Add a little glamour by wrapping a sparkly necklace into the two braids. Secure at the bottom. Finish the look by pulling loose layers from the front to cover the hair elastic.

NuVo P200 Wireless Player

It's also a stereo amplifier, giving you the ability to hook up any pair of passive speakers that could very well sound much better than any AirPlay or Bluetooth speaker.

Used as intended?in multiple rooms, with?the GW100 Gateway (which is required for wireless use),?multiple P200s, and multiple sets of speakers?the whole system is very expensive for the average music listener, and it has a few issues as well. But if you're an audio component fan interested in top-quality wireless streaming throughout your home, and you have the means, read on.

Design, Amplifier, and Main Setup
The NuVo P200 measures 1.65 by 9.02 by 5.0 inches (HWD) and weighs 2.5 pounds. It's made entirely of black plastic, with a vertically curved edge on one side and a horizontally curved edge on the other. The front panel is clean save for four capacitive buttons, which control volume, muting, and Bluetooth functions, plus a combination power and status LED. The back panel houses standard-size 3.5mm input and output jacks, a 3.5mm setup mic port that the manual says is for "future use" only, and four gold 5-way binding posts for connecting speakers. There are also USB 2.0 and Ethernet ports, plus a hardware power switch that, thankfully, doesn't send a loud thump through your speakers when you switch it on.

Inside is a 60-watt-per-channel stereo amplifier that works with 8 ohm and 4 ohm passive speakers. There's Audyssey-powered dynamic volume processing onboard for balancing day and night listening at lower levels, as well as bass and treble adjustments with 12 dB of range in either direction. I tested the P200 with a pair of Klipsch HD Theater 600 satellites and their companion 100-watt, 8-inch powered subwoofer. I hooked up the satellites to the P200 via its five-way binding posts, and then used a 6-foot stereo Y-cable (which is not included) to connect the stereo 3.5mm mini-jack line out on the P200 to the pair of stereo RCA inputs on the powered subwoofer.

The setup process is a little confusing. First, you hook up your speakers, plug the P200 into the wall, download the NuVo Player iOS or Android app on your mobile device, and follow the on-screen instructions. From the app, you can begin setup of a new system or join an existing system you're expanding.

Unfortunately, while the P200 supports Wi-Fi, you need the $199 NuVo GW100 Gateway in order to use the P200 wirelessly. Otherwise, you must use the included Ethernet port and connect it to your router. I tested the P200 with the GW100, which came with no instructions. Basically, you just connect the main port (not one of the four LAN ports) to an existing free port on your router with the included Ethernet cable. The app found it immediately. Next, I powered on the P200, waited for the solid green LED light indicating ready status, and then tapped Next in the app. Then I paired the P200 with the GW100 by holding down the Volume Up and Mute buttons as indicated. From there, I was off and running.

Sound Quality and Music Source Setup
As a general rule, sound quality from the built-in amplifier was uniformly excellent, with a clear soundstage and plenty of gain. I wouldn't have any reservations about powering a full-range pair of floorstanding speakers with the P200. That said, audiophiles may wish to bypass the P200's internal amp and employ the line out for use with an external integrated amplifier or preamp/amp combo. Even better, I didn't experience any audio dropouts while sharing music from a variety of sources, even on our extremely saturated PCMag Labs Wi-Fi networks.NuVo P200 Back

The real purpose of the NuVo system is to enable multi-room wireless streaming, and with multiple sources of music. For that, you may find that a single P200 isn't enough; you can put one in each room, along with an appropriately sized set of speakers, and then control the whole shebang using the app's visual interface. This is the kind of setup where the NuVo system excels, thanks to its reliable wireless performance.

Stormy weather was complicating air travel at San Francisco International Airport Sunday, a duty manager said.

As of 12:30 p.m. Sunday, 25 flights -- nine departures and 16 arrivals -- had been cancelled, SFO duty manager Lily Wang said.

Most other flights were running between 45 and 90 minutes behind schedule, she said.

Regional flights were most heavily impacted by cancellations, Wang said.

With bad weather forecast for the remainder of the day, flight delays at SFO were expected to accumulate and worsen into tonight, Wang said.

Passengers were being advised to check the status of their flights before leaving for SFO that day.

Hepatitis C Tests Continue After Medical Tech David Kwiatkowski's Arrest

CONCORD, N.H. ? Hospitals across the country recommended hepatitis C testing for about 7,900 patients last summer after a traveling medical worker was accused of stealing drugs and infecting patients with tainted syringes in New Hampshire. But five months later, nearly half of those who were possibly exposed to the liver-destroying disease in other states have yet to be tested.

Described by prosecutors as a "serial infector," David Kwiatkowski is accused of stealing syringes of the powerful painkiller fentanyl from the cardiac catheterization lab at New Hampshire's Exeter Hospital and replacing them with saline-filled syringes tainted with his own blood. In jail since his arrest in July, he pleaded not guilty to 14 federal drug charges earlier this month and is expected to go to trial next fall.

Before April 2001, when he was hired in New Hampshire, Kwiatkowski worked as a traveling cardiac technologist in 18 hospitals in seven states, moving from job to job ? despite being fired twice over allegations of drug use and theft.

Thirty-two people in New Hampshire have been diagnosed with the same strain of hepatitis C that Kwiatkowski carries, along with six in Kansas, five in Maryland and one in Pennsylvania. At least 3,700 people outside New Hampshire have yet to be tested, hospitals and public health officials told The Associated Press.

For example, in Michigan, where Kwiatkowski grew up and started his career, about 2,300 patients at five hospitals were notified that they may have been exposed to hepatitis C by Kwiatkowski. As of early December, only about 500 had gone in for testing, none of whom were diagnosed with a strain linked to the New Hampshire outbreak, according to the Michigan Department of Community Health.

In Pennsylvania, 2,280 patients at the University of Pittsburgh Medical Center Presbyterian were notified that they should get tested, but only 840 have, one of whom was diagnosed with a matching strain of hepatitis C.

Kwiatkowski was fired a few weeks into his temporary job at UPMC in 2008 after a co-worker accused him of swiping a fentanyl syringe from an operating room and sticking it down his pants. Citing a lack of evidence, hospital authorities didn't call police, and neither the hospital nor the medical staffing agency that placed him in the job informed the national accreditation organization for radiological technicians. Within days, Kwiatkowski was starting a new job at the Baltimore VA Medical Center, where one patient also has since been diagnosed with hepatitis C linked to Kwiatkowski.

Though the VA center initially said it had identified 168 patients who may have been exposed, that number was later lowered, and 68 patients ultimately were tested. Two other Maryland hospitals where Kwiatkowski worked also have completed their testing, with no diagnosed cases of hepatitis C matching Kwiatkowski. But at the fourth, The Johns Hopkins Hospital in Baltimore, four patients have been diagnosed with the strain of disease linked to Kwiatkowski.

About 500 of the 1,567 patients notified by Johns Hopkins have yet to be tested, according to hospital spokeswoman Kim Hoppe. Kwiatkowski had been referred by a staffing agency that assured Johns Hopkins that it had followed a vigorous vetting process, Hoppe said. He worked there for two 13-week stints, from July 2009 to January 2010.

Saint Francis Hospital in Poughkeepsie, N.Y., where Kwiatkowski worked in late 2007 and early 2008, notified and tested 31 patients without finding any linked cases to Kwiatkowski. In Kansas, nearly all of the 416 patients who may have been exposed at Hays Medical Center have been tested and six have been diagnosed with infections linked to the New Hampshire outbreak.

There have been no cases linked to Kwiatkowski in Arizona, where about 300 patients from two hospitals have been asked to get tested and about 280 have done so. Kwiatkowski worked at Maryvale Hospital in Phoenix in 2009 and the Arizona Heart Hospital in 2010. He was fired from the latter job after 10 days after a co-worker found him passed out in a bathroom stall with a stolen fentanyl syringe floating in the toilet.

That incident was reported to police, Kwiatkowski's staffing agency, a state regulatory board and the national accreditation organization, but the accreditation group dropped its inquiry after learning police hadn't filed charges.

Days later, Kwiatkowski landed a new job filling in for striking technicians at Temple University Hospital in Philadelphia. That hospital has recommended testing for 312 patients but won't say how many have followed through or have been diagnosed with hepatitis C. A hospital spokesman referred questions to the city health department, which did not return calls.

Testing also is still under way in the last place Kwiatkowski worked before heading to New Hampshire ? Houston Medical Center in Warner Robins, Ga. According to the hospital, fewer than 100 people have yet to be tested, and there haven't been any cases yet linked to Kwiatkowski.

In New Hampshire, where about 3,300 patients were tested, Kwiatkowski is charged with seven counts of illegally obtaining drugs and seven counts of tampering with a consumer product, though prosecutors have said further charges are possible. Although New Hampshire cannot charge him for possible violations in other states, it can use evidence gathered in those jurisdictions in its trial, U.S. Attorney John Kacavas said. Other states are waiting to see the outcome of New Hampshire's case before deciding whether to file charges, he said.

"We continue to reach out to other states affected by this matter," Kacavas said this week. "Other health organizations and departments continue to do their work in their states, but nothing has changed in the sense that our prosecution will go forward. At this point, we are the only prosecution in the country, and we'll see how it rolls out."

Phase In Debt-Limit Hikes

Everyone in Washington knows two things:

1.) Obama will try to wriggle out of any spending cuts enumerated in the fiscal-cliff deal. We all know from experience that whenever there is a 1-1 ratio between spending cuts and revenue increases, the ratio falls apart in reality. The tax increases slow the economy, curtailing growth and increasing entitlement spending. Unless there is an enforcement mechanism, spending goes up, not down.

2.) The Republicans will not refuse to raise the debt limit and thus cause the nation to default. If House Speaker John Boehner did not let the government shut down over the 2011 continuing-resolution battle or the subsequent debt-limit fight, he won?t let it close down now.

So, as things now stand, any leverage the Republicans get from the debt-limit fight is purely theoretical and not real.

Here?s how to make it real:

The Republicans should offer to pass a bill now setting a debt limit that rises each quarter pegged to one-third of the revenue growth of the preceding quarter. Thus, two-thirds of all revenue growth ? natural or due to tax hikes ? would go to deficit reduction.

Republicans are unwilling to pull the trigger on default by refusing to raise the debt limit. But a bill to allow gradual increases in the debt limit, at a pace slower than revenue growth, need not trigger default. Instead, the president would be forced to prioritize his spending and borrowing so as to avoid default, pay the military and send out Social Security checks. All the rhetorical handles he has to battle an effort to kill the debt-limit increase will be gone in the face of a phased-in debt-limit hike.

A spending deal with deficit-reduction targets really cannot be enforced. But if those goals are linked to the debt limit, they are self-enforcing.

Obama wants to not only raise the debt limit, but to eliminate it. Without a debt limit, there is no way to stop or even to slow government borrowing. The two normal constraints on public debt growth are not applicable. For other borrowers, lenders can refuse to lend. But the federal government is not planning to borrow from lenders. It will borrow the money it prints and gives to banks in return for worthless mortgage-backed securities. And, in usual circumstances, the interest rate rises as the debt becomes larger and less sustainable. But with the fund for debt service coming from the federal printing press, the Treasury can hold the interest rates to an artificial level of 3.5 percent, as at present.

It is only through debt limits that there is any check on federal borrowing, or even on federal spending. We need to cut off the credit card Washington uses to pay its bills.

But the all-or-nothing approach of current debt-limit brinkmanship leaves false draconian choices for both the president and the Congress and, of course, rattles the markets. But if the debt limit is slated to go up enough to meet debt service and other vital needs, but not enough to give the president all the money he wants, it can be a real check on executive profligacy.

The Republicans need a financial equivalent of the ?flexible response? doctrine Kennedy brought to U.S. defense, rejecting the ?massive retaliation? doctrine of Eisenhower as too drastic ever to really be used. If the only option is the nuclear, then there is no option.

NFL Playoff Scenarios, Week 16: Bengals-Steelers a monster in AFC

The AFC playoff race, thanks to the Jets dropping from sight with a putrid loss Monday night in Tennessee, has some clarity. Miami still has an extreme long-shot chance to sneak into the field, but we?re really down to seven teams for six slots ? with four (Houston, Denver, New England and Baltimore) already making playoff plans.

If the Colts can sidestep a letdown in Kansas City this week, most of the mystery in the AFC revolves around the North division. Will Pittsburgh or Cincinnati grab the final wild-card spot? Can Baltimore hold on to first place?

We may know those answers as soon as Sunday, if Cincinnati and Baltimore win.

As for the NFC ? bedlam.

Three berths have been claimed there, by Atlanta, San Francisco and Green Bay, but nary a team knows which seed it will be come playoff time, and nine teams still have a shot at that final trio of spots.

Which teams have the best shots at joining the postseason party? This week?s playoff picture picks through everything that?s up for grabs:

AFC

Texans?No. 1 seed: Houston Texans (12-2)* ? vs. Vikings (8-6), at Colts (9-5)

The Texans clinched the AFC South last week and can wrap up the conference?s No. 1 seed by winning either of their final two games. Losses by both the Broncos and Patriots would get the job done, too. Houston can only fall out of first-round bye position if it finishes 0-2 and both the Broncos and Patriots finish 2-0. Likelihood of making the playoffs (out of 10): 10

Broncos No. 2 seed: Denver Broncos (11-3)* ? vs. Browns (5-9), vs. Chiefs (2-12)

The Broncos overtook the Patriots in the first-round bye race, thanks to San Francisco?s win over New England. A Broncos win coupled with a Patriots loss or tie would give Denver a week off to open the playoffs (a Denver tie plus New England loss would do the job as well). Denver lost to Houston earlier this season, so the Broncos must finish one game up on the Texans to claim the AFC?s top seed. Likelihood of making the playoffs (out of 10): 10

Patriots No. 3 seed: New England Patriots (10-4)* ? at Jaguars (2-12), vs. Dolphins (6-8)

The Patriots will not know their final playoff seeding until Week 17. As the AFC East division champs, they?re guaranteed to be somewhere between No. 1 and No. 4. But because New England beat Denver and Houston but lost to Baltimore this season, there remains a lot of wiggle room. Likelihood of making the playoffs (out of 10): 10

Ravens?No. 4 seed: Baltimore Ravens (9-5)* ?vs. Giants (8-6), at Bengals (8-6)

Last week, Baltimore became the fourth AFC team to claim a playoff berth, despite a loss. The Ravens can clinch the AFC North in Week 16 with a win (or with a tie and Cincinnati loss/tie), but a loss could leave them needing a victory next Sunday to fend off the Bengals and Steelers. Likelihood of making the playoffs (out of 10): 10

Colts No. 5 seed: Indianapolis Colts (9-5) ? at Chiefs (2-12), vs. Texans (12-2)

The Colts blew their chance at an AFC South championship by losing in Houston last week, so the focus now is on getting into the playoffs. A win or tie against the 2-12 Chiefs would get the job done (as would losses or ties from both Pittsburgh and New York). Getting that victory also would lock the Colts into the No. 5 seed ? Indianapolis has the tiebreaker edge over Cincinnati. Likelihood of making the playoffs (out of 10): 9.5

Bengals No. 6 seed: Cincinnati Bengals (8-6) ? at Steelers (7-7), vs. Ravens (9-5)

The Bengals can punch their postseason ticket in Week 16 if they win. Cincinnati also could still swipe the AFC North with a 2-0 finish and 0-2 finish from Baltimore, both of which would require a Week 17 Bengals win over the Ravens. A loss in Pittsburgh would be a devastating blow for the Bengals ? they would need a win over Baltimore and a Cleveland upset of Pittsburgh. Likelihood of making the playoffs (out of 10): 6

Steelers Pittsburgh Steelers (7-7) ? vs. Bengals (8-6), vs. Browns (5-9)

The Steelers? situation is simple: win out and they?re in ? and in as division champs if they, the Bengals and Ravens all finish at 9-7. The Steelers would be eliminated with a Week 16 loss; they could finish 1-1 with a Week 17 loss and sneak in at 8-8, but only if the Bengals also lose in Week 17. Likelihood of making the playoffs (out of 10): 6

Still alive: Dolphins (6-8)

Eliminated: Jets (6-8), Browns (5-9), Chargers (5-9), Bills (5-9), Titans (5-9), Raiders (4-10), Jaguars (2-12), Chiefs (2-12)


NFC

Falcons No. 1 seed: Atlanta Falcons (12-2)* ? at Lions (4-10), vs. Buccaneers (6-8)

One Falcons win or losses by both San Francisco and Green Bay would secure the NFC?s No. 1 seed for Atlanta. A Packers loss would lock up a first-round bye for the Falcons, regardless of their outcome in Detroit ? and there is no scenario that would prevent Atlanta from heading to Week 17 in control of its destiny. Likelihood of making the playoffs (out of 10): 10

49ers No. 2 seed: San Francisco 49ers (10-3-1)* ? at Seahawks (9-5), vs. Cardinals (5-9)

The 49ers have a playoff berth in their back pockets now, but they could go one step further and claim the NFC West by knocking off (or tying) Seattle. A win plus a Green Bay loss or tie would pen the 49ers into a first-round bye. Likelihood of making the playoffs (out of 10): 10

Packers No. 3 seed: Green Bay Packers (10-4)* ? vs. Titans (4-9), at Vikings (8-6)

The NFC North race is over, so the Packers can now focus their attention on a first-round bye. They?ll need a loss by San Francisco or two losses by Atlanta to have a chance though. A Green Bay win over Tennessee would lock the NFC East champion into the No. 4 seed ? if the Packers finished 10-6, either the Redskins or Giants could leapfrog them for the No. 3 spot. Likelihood of making the playoffs (out of 10): 10

Redskins No. 4 seed: Washington Redskins (8-6) ? at Eagles (4-10), vs. Cowboys (8-6)

Washington can clinch a playoff spot with losses by the Giants, Vikings and Bears. Save that, the Redskins will have to wait until Week 17 to get the job done. They cannot be eliminated from playoff contention this week, so their game with Dallas in Week 17 will loom enormous, no matter how the Redskins? trip to Philadelphia goes. Likelihood of making the playoffs (out of 10): 7

Seahawks No. 5 seed: Seattle Seahawks (9-5) ? vs. 49ers (10-3-1), vs. Rams (6-7-1)

Seattle would join the playoff party officially by beating San Francisco, which also would keep the NFC West undecided heading into Week 17. The Seahawks could clinch a berth with a loss too, but that path would require losses from Washington, Minnesota and Chicago. There are a bunch of Week 16 scenarios in which Seattle could tie San Francisco and clinch, but we?ll worry about those if another NFC West deadlock occurs. Likelihood of making the playoffs (out of 10): 7.5

VikingsNo. 6 seed: Minnesota Vikings (8-6) ? at Texans (12-2), vs. Packers (10-4)

Minnesota cannot clinch a wild-card spot in Week 16 ? and, because of the NFL?s tiebreaker rules, can only stay in this sixth position heading to Week 17 with either: a) a win plus losses by two of the NFC East teams in contention (Washington, Dallas, New York); or b) a loss plus matching losses from all three NFC East teams and the Bears. Likelihood of making the playoffs (out of 10): 4

Bears Chicago Bears (8-6) ? at Cardinals (5-9), at Lions (4-10)

Like the Vikings, Chicago cannot clinch a playoff spot in Week 16. In fact, the Bears? only shot at controlling their destiny in Week 17 is if they beat Arizona and the Vikings plus either the Giants or Redskins lose. The Bears could be eliminated from the race with a loss plus: a) a Minnesota win; b) wins by the Giants and Redskins. Likelihood of making the playoffs (out of 10): 4.5

Cowboys Dallas Cowboys (8-6) ? vs. Saints (6-8), at Redskins (8-6)

The Cowboys are the lone NFC East team still alive that cannot clinch a spot in Week 16. But ? if Dallas wins its last two, it would win the division. The Cowboys also cannot be eliminated this weekend so they could drop Sunday?s game to New Orleans and take a slim shot to Week 17. Likelihood of making the playoffs (out of 10): 5.5

Giants New York Giants (8-6) ? at Ravens (9-5), vs. Eagles (4-10)

The Giants have the most wildly fluctuating situation of the NFC East teams. They can clinch a playoff berth Sunday with a win plus losses by the Redskins, Cowboys, Vikings and Bears. But they also could be eliminated if they lose and the Redskins, Cowboys and Seahawks all win (Seattle could tie and bounce New York in that scenario as well). The defending champions, despite being in third place in the NFC East and ninth in the conference, are in if they finish 10-6. Likelihood of making the playoffs (out of 10): 5

Still alive: Rams (6-7-1), Saints (6-8),

Eliminated: Buccaneers (6-8), Panthers (5-9), Cardinals (5-9), Lions (4-10), Eagles (4-10)
